Description courte: Adds the ability to send alerts and email notifications

Adds the ability to send alerts and email notifications when threads or post are approved or rejected.

Sending email notifications is configured in the forum email settings
Supported notifications when approving / rejecting forum topics and messages
It is possible to indicate the reason for approval / rejection
Works both through moderation tools (inline and the "approve in topic" button), and on the "pending approval" page
No notifications are sent to the user if he has approved / rejected the content he created
