[AndyB] Edit delete limit by user - Allows setting a more restrictive edit and delete time limit for selected users.

Allows setting a more restrictive edit and delete time limit for selected users.

This add-on is useful in situations where you have a few users that like to delete posts often. You can set a short edit/delete time without effecting the rest of the Registered user group.
