[OzzModz] Footer Link Permissions - adds permissions to view the "Terms and rules", "Privacy policy" and "Help" links in the footer

Simple addon that adds permissions to view the "Terms and rules", "Privacy policy" and "Help" links in the footer. Once the addon is installed everyone will still be able to view the links. To hide the links from groups, set the permissions to Yes.
