The badge number is 3 but there is no chat

Hello,
The number displayed in chat badge was 2. I clicked chat but could not see any message.
Now it is 3 but still no any chat message displayed when I click Chat link
What is the meaning of the number displayed in Chat Badge?
Is someone chatting with me? if so, why can't I see?

Who is chatting with me?
How can I see the chat?
